I have a Motorola Rival and don't like listening to the annoying robotic voice which speaks every time I scroll to a new function. How do I de-activate it without putting the entire phone on silent?

Go to your phone's main Menu >> Phone Settings >> Voice Commands >> Prompts and make your selections. Mine are set to tones only.
Another route to get there is Menu >> Tools >> Voice Commands >>then right soft key Settings >> look at the options available and make your selections.

You can also try
Settings>Accessibility>Voice Readout (uncheck it)
Now the voice is gone.
