Android phone with no data plan?

I have a Droid Incredible 2 that I no longer use (and no longer as an associated phone number). One of my family members would like to use it as a phone, but is not interested in accessing email or the internet and does not want a data plan. Is it possible to activate the phone with her phone number (she would be switching from a feature phone) and use it as a phone without a data plan?

No. That device will require a data plan even if they don't use it.

Verizon does not offer this, at all.
To the best of my knowledge, T-Mobile is the only one of the "big four" that offers the ability to do this.
