I wanted to add myself and my sister into my parents't existing family account. Does the primary account holder (Mom and Dad) have to be present when I am doing this or am I allowed to go in and add myself into their account? Also I am over 18 so I don't know if that will have anything to do with it? Also if I wanted to upgrade one of my parent's account and buy them a phone as a gift do they have to be there as well for upgrade since they are the primary account holders?
If I could get some help getting this question answered that would be great.

Yes the account owner or account manager has to authorize any changes made to the account.
