I dont know about that number, but you can block up to 5 numbers from having any contact with you for free through My Account under I believe it was Ssage Controls.
If you end up needing additional blocks, there is a monthly fee.

my verizon> my services> verizon safeguards> spam controls.
you can put in up to 5 numbers, and the block lasts 90 days. After 90 days, you have to re-enter the #. There is no cost to this option.
If you need a longer-term block, then setup Usage Controls. $4.99/mo and you can block up to 20 #s at a time. They will stay active until you cancel Usage Controls.

If you rather not pay to block the person, i have a trick that might work.
Text the person saying "Your messages have been blocked by (state your own number). Message 400." The person will think you blocked their text messages. If they text again, reply with the same message.
