Verizon messages doesn't work on wifi for phones as promised, why?

According to the Verizon website for Verizon messages it can:

  • Use Wi-Fi to send and receive messages on your smartphone, tablet, PC, Mac and web browser

Verizon Messages - Verizon Wireless

Yet It does not work for smart phones, Is this intentionally misleading customers? why advertise it is possible when it is not.

Response 3 from Verizon says that it will not work for phones.

Why won't Verizon Messages app work on phone with Wi-Fi only?

Why promise that it can?

I'm using Verizons Message+ 5.5 on an Android phone and I can't send or receive over WiFi either.
