That's a great question Chefbubba247. No matter the size of the picture, a picture message need the Verizon Wireless data network available to send or receive. What model phone do you have? What's your zip code? With most phones, those picture messages will wait until you are off the call to go through. The exception would be if you have a 4G LTE capable Android or Windows 8 phone and are picking up a 4G signal, since those devices allow for simultanious voice and data service on the 4G signal.
