what is the format of sending a text message to a phone via Outlook on the PC?

You need to know the carrier of the phone you are sending the text message to:

Alltel

How about if a text message starts with 0000 and followed by 6numbers.  Is this a new format to send text messages?

That's a "short code" - you don't need all the 0's.  For instance, to text to facebook, it's 32665, and any messages coming in from Facebook will show in your details as 0000032665.  40404 is Twitter. You can google for "short codes" and there are several sites that list the most known short codes.
