SMS error 98 question

Occasionally when I send a txt to a friend it doesn't go through. I get a red x next to their name and this message.....SMS error 98 destination not authorized to receive. we're both on Verizon and like I mentioned it only happens occasionally.

 

can someone tell me what this means and what I'm doing wrong. Thanks

Are all, or just some, of your messages to this number not gettingthrough?  Is it always the same number that has a problem?  Perhaps this person is blocking you?
