His "name" is not on it. Others are making this about Trump.
Trump did not "name" the alert, his predecessors did when initiating this system.

As much as I don't care to be involved in or distracted by this planned test on Thursday, the test message is coming from FEMA and not POTUS.

Are there any services that are NOT participating in this horrible Presidential Alert System? I'm going to shut my phone OFF on 10/3/18 from 2pm-2:30pm to be sure I do not receive that test. I would strongly like to encourage my phone carrier, Verizon, to not participate in this horrible idea. If I can find a carrier that refuses to participate, I will be sure to switch. Even if my contract is not up. I'm so appalled.

It was called a "Presidential Alert" LONG before Trump was President.
"Why does the FEMA IPAWS program conduct national tests of public alert and warning systems?
The IPAWS Modernization Act of 2015 (Public Law 114-143) requires the FEMA IPAWS Program Management Office (PMO) to conduct, not less than once every three years, a nationwide test of the public alert and warning system.
