I am also having the same problem. This is obviously not a unique problem. This severely affects the use of the tablet. I stopped at a Verizon store and after an hour they gave up. Spent an hour on the phone with the help desk with no results.

My tablet will not download updates ..will not bring up Youtube or Google
play store says background data diabled yet I have gone through turning it
on many times to no avail ?

I'm having the same issue with my tablet. Able to get online but not able to stream videos or access the Playstore Due to error message stating "background data disabled". However, it is NOT disabled. Also not able to use apps that require background data like Hang outs. Able to by pass this issue if I'm connected to Wi Fi. Please offer an update too fix this issue.

Settings> App Manager> All> Settings> Clear Data
Then…
Settings> Data Usage> Menu> Turn on “Restrict background data” and then turn off
