I tried several times without success, from both my old iPhone 7 and my new Samsung a10e. Help!

If you are looking to upload Contacts to Sync with the Verizon Cloud:
Open Cloud and then the left-side navigation menu (aka: Hamburger Menu)
tap on the gear icon in the top right for the settings page
In settings page, tap on "What to Back Up"
Choose 'Contacts"
Note: You will not see Contacts in the Cloud App, as Contacts can not be opened and edited/deleted in the app itself. You can open the Cloud in a Web Browser and there read/add/edit/delete contacts. And action there will then sync back to your device in the background.
A note about Sync vs. Backup:
Contacts in Cloud App are a sync service, in that if you are in Sync with the Cloud and make a change in your device, that change will be reflected in the cloud. If you delete a contact on the device then Cloud will also remove that contact. The Web Portal version of Cloud has a trashcan, and if you do delete you can look there and see it.
So any time you clear App Data and re-Launch Cloud from square 1, there will be a full sync between Cloud and your Device. after initial launch, only changes will be tracked in the background.
