My advice is to run the same speed test from another phone on the vz not on 4.2.2

That update has turned my phone connectivity to crap, along with the speeds

If you're referring to the FCC's ruling last year that states Verizon shall not deny, limit, nor restrict the ability of their customers to use the devices and applications of their choice on the licensee's C Block network — it does not dictate whether Verizon has the right to throttle or not. The ruling was intended to address Verizon's illegal blocking of tethering apps in the Play Store.
