I only skimmed all of this, but if you're having battery issues try this:
Charge phone fully to 100% and then use the phone as normal until it hits 20% or less and go into settings>battery and take a couple screen shots of relay the top 5 things and what % they are using.

You should be able to add a quick connect button. It should take less than 3 seconds to enable or disable and then however long it takes your phone to actually respond; for me it takes about 10 seconds to enable or disable location.

Wifi is not very related to GPS. Look for the quick setting to turn off GPS. it is just something to try as an experiment. I agree it is not a solution to be turning GPS on and off just to keep the battery running.
Also, not saying your device will be at all similar to mine. I imagine there are many different scenarios that have come up to cause battery problems and other problems such as the home button not always responding... but that is another story.
