The phone gets its time from the cellular network. Nobody changes it or can change it.
If the time is off, then your phone is not receiving or acknowledging the time signal from the cellular network.
How far off is it?

Go to Settings>Date and Time
Make sure Automatic date and time are selected and Automatic time zone are selected. You can also change the format there if you so choose. Then restart your device and see if it's corrected.
If it's not, go back into settings>date and time and you can turn automatic date and time off and manually set the date and time.

it changed to 1 hour later? earlier? now i 'm not sure. This happened a few times. I know this happened.
It had not been set to automatic. Now it is, thank you MiiHere. The time has not changed itself since.
It seemed to be triggered when a specific friend texted me. We are both in Chicagoland. She has a California area code. I have a New York area code.
