Yes, I understand that it's speaking in Spanish. You don't have to understand what they're saying. Just enter your password, then:
press 4 and wait a second or two
press 2 and wait a second or two
press 5 and wait a second or two
press 2 and wait a second or two
press # and it should be back to English

Give this a try when i call my Voice Mail I do this on my Phones use the speaker phone.. but since you issues aren't going away.. Try this first lets clear the all the Data and the Caches in the Voice Mail.. Follow this below
Go into your settings > then app settings > on your phone you should see Downloaded > Running > then followed by ALL <> From there scroll up the page till you reach Voice Mail <> Tap to enter.. once in clear the Cache and all Data basically your starting from scratch but when all else fails you have to reset.!
After doing this hit your home button then power off then back on your phone.. Tap your Voice Mail let it call the system see what it says and since the Data & Cache was cleared you may have to go in and reset it up but Hopefully the Spanish Language is gone..
Hope this Helps..

Don't know if this still works but here goes.
Call your voice mail then enter your pass code.
Press 4 on the key pad. In the old days it gave you options to change settings. One of which was language.
Did you check and see if your device is able to get voice mail via dialing in from a landline. Call your own number, hit the # key, enter your password and see if it is actually the voice mail or your device that may be set to Spanish
Good Luck
