I am sure you may have already read something similar to this but just in case.
Are you backing up from the phone or computer?
This is the download link if you don't have the desktop version.
Perform a manual backup
- Open the Backup Assistant app on your device.
- Select Backup Now.
You've successfully performed a manual backup.
Schedule daily recurring backups
- Open the Backup Assistant app on your device.
- Select Options and select Schedule. Or for some devices, select Recurring Sync.
- Select one of the time options:
- Morning
- Afternoon
- Evening
- Late Night
- An automatic backup will only occur if there have been changes to your device's address book since your last backup.

Are all of your contacts on your DEVICE? I had a similar experience and found that most of my contacts were actually on Google, and only a few were actually stored on my device. The backup only picked up the few on my device.
I found a contact manager (thanks to another poster in this community) and that got all of my contacts onto Google (which syncs very nicely) so now I don't have any originating on my device to backup.

I'm personally a big fan of using my Google Account to back up my contacts. Its a real help if you use Gmail. I don't find it nearly as unstable as Verizon's Cloud services.

I backed up my contacts to my google account because the way I understand it Verizon Cloud is an exact copy of my phone....so if I delete a phone number in my phone it also deletes it in the cloud.
