Thank you for this. It's the only solution I've found short of a full reset
Initial testing with the Oreo update that is being pushed out as we speak indicates that this longstanding issue may be resolved!
Worked for me first try. under my app Tab in my settings I tapped the 3 dots in the top right corner and clicked reset app preferences. That's it and it fixed my mobile hotspot issues. it had been giving The Error could not provision/upgrade. When I tried to turn on my hotspot. Let me know if this solution works for you!!!
