Mine is usually
-95 to -118 dBm usually over the 100 mark

Under actually. The number is a negative digit. The range of -101 to -115 dBm would be under the 100 mark. Over would be -95 to -99 dBm.
The type of signal is also important. Different signals have a different range in which they work the best.
For example my Nexus is currently at -93 dBm 2 asu 1xRTT:7 (voice network only).
The LTE network connection would give me different level of signal.

I have usually found that -100dBm and lower down to -115 (remember these are negative numbers) is sometimes iffy but mostly usable. -90's OK, -80's good, -70's excellent, and -60's off the chart fantastic.
On a similar question, how many towers in an area/location/city does Verizon convert to 4G LTE in order to say that area is covered by 4G? When I get 4g at my home (spotty) it's always a much lower signal level than the fallback 3G signal. At 700MHz I would expect better signal coverage and penetration
