When I activated my screen lock with a pin code, I cannot place an outgoing phone call through my Bluetooth earpiece. If I want to place a call, I have to disable the screen lock first. This seems to defeat the whole purpose of hands free calling while driving my car. I was always able to place Bluetooth calls while the screen lock was on with my old Droid 3. Is there a way to get around this problem on the S4?

I cannot speak for a bluetooth headset by in my car with its built-in bluetooth hands free feature, I can send or receive a call with the screen lock in place. This was also true in my previous phone, the HTC Thunderbolt.

Did you turn on the Automatic answering?
If not, touch the Phone icon and then press the Menu button.
Choose Call settings
Choose Call accessories
Place a check mark on Automatic answering and then choose the Automatic answering timer (2, 5, or 10 seconds).

Sorry mec302, I didn't read you problem correctly. I did get you in the area to fix your problem though. After you get into Call accessories, there is a third setting for Outgoing call conditions. Change it to Even when device is locked.

Thanks for the response. I did try the "Even when device is locked" option... it didn't change anything. I can receive calls when the phone is locked, but I can't make any outgoing calls. Maybe I have some software bug.

Unfortunately, I didn't try using my solution before posting it. I only use the Swipe for the lock screen option. I changed it to the PIN code option and it will let me receive a call, but just like you when I try to make a call using my bluetooth earpiece, the phone wants the unlock code.

Interestingly, I can confirm it works fine with a car built-in bluetooth system but not with a headset with the lock screen on. I thought the problem was with my old headset and I was ready to purchase another one. I am glad to find this discussion before doing that. Whether an intentional design or not, it is very inconvenient to unlock the s4 before driving.
