I am currently out of the country and will to return for another week. I have been unable to turn on my cell phone and my current location does not permit me to use public phones. How can I get my phone to work? This has ruined my time out of country; I am unable to communicate with family or take pictures without a phone!

Have you tried the forced reboot option?-
press and hold both the Volume Down and Power keys together for 7 to 10 seconds

If so, have you made sure that your roaming services have been enabled in your device.
