See below for the Menu Key.  I also suggest you download a copy of the users manual for the Galaxy S4 (see the link attached) for reference.

Good luck.

An alternative (especially if you don't leave GPS enabled).  Tap the weather widget on your home screen, then tap the Menu key ... it's the three bars in the upper right-hand corner (there's also a Menu key in the lower left-hand corner that should be lit up, but it may not be; if you press on it, you'll get a pop-up to go to Settings, press on that for even more options ... it's to the left of the Home button at the center bottom of the phone).  Press the + in the upper right-hand corner.  Type the city/state you want to add in the search bar, then press the Search button in the lower right-hand corner.  You should see your city displayed; tap it and it's added to your weather widget.

You can have multiple cities listed in your widget.  Once you have the ones you want added, press the Back button (extreme lower right-hand corner; should be lit up but may not be ... it's to the right of the Home button at the center bottom of the phone) until you get back to the Home screen (or just press the Home button).

If you added multiple cities, you can now scroll through them by scrolling the weather widget.

You're welcome.  And provided a link to the full manual if you don't already have it.

There's already quite a few helpful threads about the S4 on this forum if you want to do a search.  If you have further issues and don't find an answer on the forum, just post again.  Enjoy your new device!

Yeah, the disappearing Menu and Back keys were disconcerting to me at first, but now I like them. However, if their coolness escapes you (and it's easy to see how opinions can differ on this), there's a setting for it. From the Home screen, tap the Menu key (or where the invisible Menu key is hiding), then Settings > My device > Display, and scroll down to the More settings section. The first item there is Touch key light duration, and that's what controls these keys. The options are 1.5 seconds, 6 seconds, Always off, and Always on. They take effect as soon as you select one, so observe the keys' behavior to see if you like it.
