Thank you for doing some of the troubleshooting already. I have had success with resolving this issue in a few steps. Since your Flash Notification is already off, go back into the settings and turn the Flash Notification on. Leave the notification on and power the phone off and then back on. When the phone comes back on go into the settings and turn the notification off and test it out. Let me know if this helps.
