Problem setting up new phone

I am trying to activate my new work phone S8.it will not allow me to send messages, and it states my set up wizrd Data Usage Limited, due to time of day or a data limit.  How can I resolve this?

talk to your it department, it's a company phone & they should set it up.

I am having this issue too.
Surprised no solution. 

Was working fine. Brand new phone as well. Days old.
