Once I delete my texts, are they permanently deleted? What can I do to make sure they are permanent?

Unless you back them up somewhere, yes ... once deleted from your phone, they are gone.  You might try a text backup app from the Play Store like SMS Backup & Restore - Android Apps on Google Play

Verizon Messages will also back up your SMS to SD or Cloud.
