Network Extender not working - Blue lights, no connection

Not sure what I'm doing wrong here. I've disabled advanced calling. Even tried disabling mobile data entirely. I've rebooted the phone and the network extender twice each. I've got 4 blue lights on my network extender, and no connection to it on my Galaxy S7 from 3 feet away.
