While using my Galaxy S-4 once in awhile the camera flash goes off while reviewing my emails or during something other than using the camera Has anybody have the same problem over the past month?

I haven't seen it reported on the S4, but several S3 users mentioned it after the latest update that phone received. You might try going to Settings > Accessibility > Flash notification ... if the box is checked, uncheck it. If it isn't checked, check it and then uncheck it. I'd suggest then restarting the phone.
