I'm hoping to find out if there is a way to select a different ringtone for text messages for different people. On some devices you are able to, but is it possible with the Galaxy S4?
ex) Ashley sends a text her ringtone is "Chimes"
Joe sends a text his ringtone is "bells"

Ann154 is wrong. You can set specific ringtones for your contacts. When you open a contact, one of the options to change is 'Ringtone'. Click on this, and chose from many ringtones for that contact.

Those are ringtones for phone calls only not text message notifications.

You can do it for text messages too. Below the 'Ringtone' option, as referenced in my original post, is 'Message alert'. Here is where you can chose from many ringtones for your contacts. You can also select a vibration pattern for each contact.

If it is there then it is a custom UI modification Samsung made to it TouchWiz UI. The stock Android OS doesn't have that option.

It does not appear to work if the text message comes from an email account.
It does work for text messages from other phone numbers.
Is there any resolution for this?

Yes, you can do this.
1) Open Contacts
2) Locate the contact you want to have a custom tone.
3) Touch that contact to bring up the contact details.
4) Scroll down to the "Message altert" section.
5) Change the "Message alert" from "Default" to a tone of your choosing.
6) Changes are automatically saved so just touch "back" to complete the change.
