I just activated my new Galaxy S4, and found that it only has 5 languages to choose from in the settings menu. My default language is English, but I also need a German keyboard on occasion. How do I add German to the list of available keyboards?

When you get to Language and input, you will see a little gear at the end of the Samsung keyboard (on the right side of the screen). That is what you touch that will take you into the settings for the keyboard. You should see the setting of Input languages. This section is divided into 2 areas, the top is the downloaded languages and the bottom is available languages that you can download. Once you have downloaded the languages you want you can check more that one and then they will appear in the keyboard.

Press the menu key
Select Settings
Choose the my Device tab at the top
Scroll until you find Language and input and then select it
Touch the little gear at the end of Samsung keyboard
Touch Input languages
Choose the languages you wish to download
The chosen languages will appear at the top of the list and you can choose more than one by placing a checkmark in the box
Now when you start a text message or email you have one of two ways to change the language
1) There will be a globe next to the Sym key (each time you press it you will get a different language
2) Swiping to the left or right over the space bar will also change languages (the current language will also be displayed on the space bar)

Thanks for the quick response. I was able to download the language I needed, but still can't make the keyboard work.
In Settings, My device, Language and input, Samsung keyboard is greyed out. Swype is also greyed out, but Google voice typing is bright and checked.
Composing an e-mail or message, there is no globe next to the Sym key; only a T and pen key. And swiping left or right across the space bar does nothing.
