Why is Daily Usage Fee being charged twice on bill?

I'm on the 1.99 a day prepaid plan. I've had several times now when I receive a call, call them back and then maybe make another call, WITHIN THE SAME DAY, and get charged the 1.99 fee twice. I'm talking within 6-7 hours of each other. Why is this happening?
