Network Extender 2 Setup Failed (11B)

I was running an old 3g network extender, but now have a Network Extender 2. The setup fails at step 11b. I know this has something to do with areas/counties that aren't licensed for use, but I'm not in one of those. 

 

Verizon support has been abysmal. They keep promissing a call-back, but it never happens.

 

Any ideas how to get past this issue?

Thanks, but I've seen that. It just indicates where it's failing, not why.
