promotion visa card problem


I recently switched 2 lines to Verizon and purchased 2 new phones. I was told by the agent that I'd receive a $150 visa card for switching. I applied for the promotion. I then get an email that my device wasn't eligible. Needless to say, I was upset because there was no mention of device only switching as the qualifier. I feel deceived and disappointed. I expected more from Verizon.
