cant send or receive texts from non iphone users? why?

just got my daughter a new iphone and she cant receive or send sms texts messages to non iphone users.. can this be fixed?

KELRIN64, I know you want your daughter to enjoy texting all of her friends and family. We're here to help get things resolved.
