Why do we need to pay a $40 fee to replace a smart phone already on my account?

I have a family account.  I have had it for several years.  I pay a fee for shared data, plus $40 per smart phone (x 3 phones) and $30 per dumb phone (x1).

I recently upgraded one of the smart phones (a Verizon-purchased iPhone 5) with a Verizon iPhone 6.

Verizon charged me $40 to "add" the phone.  I didn't "add" a phone, I replaced a phone.  I'm, additionally, paying additional Assurian insurance on the new iPhone 6 (was $9 for the iPhone 5, now $11 for the iPhone 6).

How can you justify charging me $40 to "add" a phone?

It;s called an upgrade fee.  Everybody pays it.
