A phone on my account is suspended and now paid in full. Why am I still being charged for it when there’s been no usage for 3 years? Why would Verizon not contact a customer after a device is paid, its out of contract and is suspended to see if they want to continue using their service or not?
Why haven't YOU canceled the line if you don't need it anymore?

I tried. I was told the device had to be paid in full first and out of
contract. I was also told once that happened Verizon would automatically
cancel that line since I’d notified them.
