That particular cell is likely getting overloaded at peak times of the day. Unless Verizon can detect a problem or wants to dedicate more resources to your area there isn't much you can do about it other than try to use the service outside of the congested times.
Feel free to give VZW a call and provide them with some info. They can have local tower techs check on it.
