Ran out of Data

The month just started and I was notified that I used up all my data. I looked at my usage and it shows that I used very little of my data, my debit card has been charged, yet I haven't received my monthly renewal.

What does that mean? I payed for some more Data but haven't received it yet. What's the problem?
