Inaccurate Payoff of Upgraded Device

Why is it that everytime you take an upgrade Verizon offers a deal, you take said deal but then deal doesnt get applied properly in your billing?

Why is it when you reach out to Verizon's customer service through phone and chat you can never reach ANYONE?

Why is it that it has become such a hassle to deal with this company that your life long commitment to them is now jeopordized?
