When I change my number, does the old number refer people to the new number?

It usually doesn't. People who typically change their number do so because they don't want others to know their number anymore. To refer someone to the new number would be pointless in that situation. If you are changing your number you should send a message to and/or call anyone whom you wish to have your new number and give it to them.

If you are changing your number because you moved from one state to another, this is no longer necessary.

While it may no longer be necessary, it is inconvenient to have a number from another area code from the one in which you are normally located, especially when it is located a couple of time zones away. For the calls which get thru at 3AM in Hawaii when you used to live on the east coast and kept an east coast area code, it isn't pleasant. With a 5-6 hour time difference, depending on the time of year, it better to have a local number.
