Carrier Billing in Play Store on 4G Xoom

Has anyone successfully enabled carrier billing on the Google Play Store on their Xoom? Every time I go to set up a billing account (a necessary step before it will let you use carrier billing), it just pops up a box saying "An Error Occurred". I was able to do this fine on my Galaxy Nexus, just not on my Xoom. Is carrier billing not available on tablets?

As an update:

I noticed I was on the new Play Store 4.0, so I uninstalled it and went back to the older 3.10.14 version. In there, the option to bill an app purchase to your VZW account is there, but grayed out so you can't select it. It's looking more and more like this is just a feature that's not available to tablet lines. Can a community moderator verify this?
