continuous data roaming notices

Moto z force droid.

Ever since the android 8 upgrade, I get dozens of data roaming notices.  These notices can only be removed by restarting the phone.

And, data roaming is turned off, and it's connected to the wifi.

Not just my phone, same thing with my wife's.

Never had a roaming notice until android 8.

Any ideas?
