Content transfer app doesn't load

I'm trying to load the data transfer app. It won't load. No apps are loading. ANY IDEAS?

We definitely want your apps to be working properly, RICHOL61. Do you have a data connection? Does your device show 4G/LTE or are you using Wi-Fi? Do you have any issues with your calls or texts?
