in the past i have been able to clear individual notifications appearing on the notification access panel by swiping right on them. now, when i try to do that it opens the program associated with the notification. if the notification appears on my lock screen i can no longer swipe right to remove it, i have to unlock my phone, then it won't clear it but opens the program.
i haven't changed any settings and to the best of my knowledge, there hasn't been an update in the past few days.
i am using android version 6.0 and the security patch level is 2016-12-01.
