I will answer my own question. On my previous phone, a Samsung S3, I could block any call at the phone level. My repeated questioning of Verizon support on this issue has been met with an explicit denial that they have removed this functionality. However, I just got off the phone with Sid at LG and she has confirmed that Verizon has indeed removed this feature. LG support # is 800-793-8896. Verizon wants to force us to use their blocking service for a fee. LG did recommend an app that will help stop much spam calls - Mr. number - which is available on the Google Play Store.
I would also suggest TrueCaller, which the companion app, TrueMessenger can block texts as well and give Caller ID info. Free.
