Yes, VPNs are the best known work around to Verizons carrier grade NAT firewall configuration on its 4G LTE devices such as Jetpacks and mobile broadband devices.

You need to download a VPN client to your PC.  Then setup service through a VPN server.  Plug in the credentials to the VPN server into your VPN client and you will be good to go.  There are many kinds of VPN clients, VPN servers and VPN service levels available if you shop around.

If your question is for setting up a VPN directly on the Jetpack that will not be possible.  However you can configure a 2nd home router device that has a VPN client installed and then force all your home devices to route through the 2nd home router instead of directly through the Jetpack.  This is how folks with wireless security cameras have to work around the VZW firewall since they normally need public IP addresses to be remotely accessible.
