Can the Jetpack® MiFi® 6620L be used to allow phones to work in countries that they aren't capable of working in?

Jetpacks are mobile broadband devices.  They do not provide a cellular voice signal, only data.  A jetpack is essentially a tiny home router so even without a VZW tower or service to connect to it will still provide a very small WiFi network for you to connect your devices to.  VZW has different data services and rates for each country they have agreements with outside of the US.  You can find the compatible countries on VZWs support site and you must have a global roaming enabled device to connect to the data network in that area.  Otherwise all the Jetpack will do is provide a wifi connection to other locally connected devices.

So it all depends on what it is you are trying to do and what you want to work in the first place.
