I'm having the same issue with calling one number which is absolutely the correct number. They have TMobile. I can call and receive other numbers without issue. I did update my iphone last night to iOS 13.3....

It is not just related to 800 number. I had a local number that is doing that.

When you receive an error like this, the system is informing you that the line you're trying to reach might be busy, disconnected, or not available. We would recommend checking your dialing pattern. I was having this same issue and had recently taken my phone to a Samsung location for a warranty repair. I put my phone into airplane mode and then took it out and my phone is working as expected. Hope this helps anyone else who has this issue

If the call can't be delivered to the network/server where the number exists, it probably can't get routed to a voice mailbox. Could be a temporary database issue where the originating service providers' lookup can't identify where to route the number. If it is able to be routed to the terminating network but the numbers' service is interrupted for some reason, the voicemail option might be interrupted for the same reason.
