Why won't my device recognize a SIM card from France?

I have a Google Pixel and I have a Moto Droid.  I want to use the Google Pixel for various reasons.

I am in France and swapped my Verizon SIM for a SIM from the French company, Free.  They lock their SIMs.  When I use the SIM with the Moto Droid, everything works well and as expected.  I am prompted for an unlock code.  When I place the same SIM in the Google Pixel, it says that the SIM is not recognized and never even asks for the unlock code.

I have my PUK.  But, I cannot even get that far.  How can I get the Pixel to work with the SIM from France.  (BTW, when I return to the US, I will put y Verizon SIM back in.)

You need to contact the provider.  The problem isnt the phone and has nothing to do with Verizon.
