Ringtones are always a great thing to have on your phone. Let's figure out a way to get them to your Pixel 2. You mentioned that you have the ringtones on your Google hard drive. What device are you seeing the ringtones on in the Google hard drive? Did you download these particular ringtones from a specific app to your Google Drive?
