I was charged a plan change when I made my number as a primary and was not told I was gonna be charged for it until the bill came out

I was charged when I went to the store and went to a 1 phone plan and cheaper plan, yet they screwed that up and charged me for a bunch of money for canceling a phone number, then a plan change and when I got home I was charged again for plan change. I called to fix that problem and was charged again for another plan change. Still not what I told them I wanted and called back and they charge me again for another plan change. I want legal advice on this subject. I don't feel that I should have to pay for Verizon to keep screwing up my plan.

Nobody here will even know what you're talking about, and none of us are qualified to offer you "legal advice" anyway.

Verizon doesn't charge for plan changes, and hasn't done "primary numbers" since 2011.

Your post is impossible to follow, but if you dropped a line of service that was still under contract, of course you were charged an early termination fee (ETF).  Different plans cost different amounts, so you would see charges and/or credits based on that.  Since you pay a month in advance, you would see prorated charges for the current month plus charges for next month.  You really need to become more informed about what you are doing.  Verizon does not charge a "plan change" fee.
