Try a soft reboot. Power off your phone. Then press and hold the power button + volume down button for 10 seconds to perform a force reboot on the device. If this does not work call Verizon Support.

If you cannot access another phone, cell or landline, to call Verizon, then stop by a Corporate Verizon store. Make sure it's a Corporate store because many 3rd party independent retailers (they look similar to Verizon Corporate stores) will charge $10-15-20 for a new SIM.

Hi happy_camper!
I'm so sorry you are having trouble making calls out. FDN stands for Fixed Dialing Number, a feature that allows users to restrict their outgoing calls and messages to selected phone numbers. If this is not resolved by rebooting the device, a new SIM card will address this concern for you. You can pick up one at a corporate store for no cost or by reaching out to us. Keep me posted if you need further assistance.
Thanks,
